ESCCOM, Lesotho Regulator Deepen Digital Cooperation

BY Tlalane Dlamini

Eswatini and Lesotho are strengthening regulatory cooperation in the communications sector, with the Eswatini Communications Commission (ESCCOM) and the Lesotho Communications Authority (LCA) entering into a Memorandum of Understanding (MOU) aimed at deepening collaboration on digital regulation, cybersecurity and institutional capacity.

Signed on October 3, 2026 the agreement provides a framework for the two regulators to exchange information and expertise, undertake joint research and strengthen their ability to respond to emerging challenges in the rapidly evolving communications sector.

Speaking on the significance of the agreement, ESCCOM Acting Chief Executive Officer Ozzie Thakatha said the partnership would provide an important platform for the two regulators to leverage their respective expertise and strengthen regulatory responses to developments in the digital environment.

“This partnership provides an important platform for ESCCOM and the Lesotho Communications Authority to share knowledge, strengthen institutional capacity and respond more effectively to emerging developments in the communications and digital sectors. Through greater cooperation, we can enhance regulatory effectiveness while contributing to a safer, more resilient and secure digital ecosystem for our citizens and businesses,” said Thakatha.

Thakatha signed the agreement on behalf of ESCCOM, while LCA Chief Executive Officer Nizam Goolam represented the Lesotho regulator. Executive team members from both institutions attended the signing ceremony.

Under the MOU, the organisations will collaborate on the exchange of information and resources, joint research and analysis, human capital development, publications and studies, as well as regular consultations on matters of mutual interest.

Cybersecurity has been identified as a key area of cooperation, with the two regulators expected to share best practices and collaborate on incident response, cybersecurity awareness, training, audits and education programmes.

The agreement comes as digital transformation continues to reshape the communications landscape, increasing the need for regulators to strengthen oversight while creating an environment that supports innovation, consumer protection and investment.

The cooperation could also have wider benefits for sectors such as tourism, where reliable connectivity and secure digital services are increasingly important to travellers, hospitality businesses and tourism operators. Stronger digital infrastructure and regulatory coordination can support online travel services, mobile connectivity, digital payments and the promotion of tourism destinations across the two neighbouring countries.

For ESCCOM and LCA, the partnership provides an avenue for mutual learning and coordinated engagement on regulatory issues that increasingly transcend national borders, while creating opportunities for stronger digital support for economic sectors such as tourism and hospitality.

The cooperation is also expected to support the development of more resilient digital ecosystems in both countries, particularly as governments, businesses, tourists and consumers become increasingly reliant on telecommunications and digital services.
